I had pictured an app where I could zoom in or out on a map and be shown pins that fit my parameters. Think: Zillow. Needs to remember last location of the phone. Most people stay in a 10 to 50 mile radius of their homes/work. That isn't good for immediate reporting, you can turn off that function, but would allow people to get info for recent quakes. Needs to better filter out earthquakes not near me. It is not easy to 'look up' possible quakes. USGS has a good option, could be an idea to start. Great concept.
